Red Cross published in website some steps that homeowners could take in the event they experience having frozen pipes in the winter.

Apply heat to the section of pipe using an electric heating pad wrapped around the pipe, an electric hair dryer, a portable space heater (kept away from flammable materials), or by wrapping pipes with towels soaked in hot water. Do not use a blowtorch, kerosene or propane heater, charcoal stove, or other open flame device.”

Safeco also share some measures that can be taken when pipes have already been frozen.

“An alternative method: Wrap the frozen section with towels soaked in hot water. Don’t pour hot water directly on a frozen pipe, and don’t use a propane torch or other open flame. If these approaches don’t work, or if you have a leaking or burst pipe, don’t hesitate to turn off the main water supply and call in a licensed plumber. And, be sure to touch base with your insurance agent, too, preferably before a crisis. You’ll want to know whether you’re covered for burst pipes and the ensuing water damage.”

Likely places for the water turn-off valve include internal pipes running against exterior walls or where water service enters a home through the foundation.”
